किन नक्सा पास पहिले आउँछ?

एउटा इँटा राख्नुअघि एउटा चरण छ जुन तपाईंले छोड्न सक्नुहुन्न: स्थानीय पालिका वा गाउँपालिकाबाट भवन इजाजत — नेपालमा सबैले भन्ने "नक्सा पास" — लिनु। पहिले घर बनाएर कागजात पछि मिलाउन खोज्ने घरधनीहरू हामीले देखेका छौं, र त्यो प्रायः जरिवाना, भत्काउने सूचना, वा उपयोगिता जडान र पछि घर बेच्ने झन्झटमा टुंगिन्छ। त्यो तनावबाट बचाउन, यहाँ मानक प्रक्रिया, चाहिने कागजात र यथार्थपरक समयतालिका छ — ताकि तपाईंलाई ठ्याक्कै के अपेक्षा गर्ने थाहा होस्।

  • वास्तुकला नक्सा (योजना, उचाइ, खण्ड)।
  • संरचनात्मक नक्सा र डिजाइन (RCC / बहुतले भवनका लागि)।
  • ठूला संरचनाका लागि माटो परीक्षण प्रतिवेदन आवश्यक हुन सक्छ।

चरण २: आवश्यक कागजात संकलन

  • लालपुर्जा (जग्गा धनी प्रमाणपत्र)।
  • भूखण्डको नापी नक्सा / ट्रेस नक्सा
  • जग्गाधनीको नागरिकता प्रतिलिपि।
  • पछिल्लो मालपोत कर तिरेको रसिद।
  • दर्ता इन्जिनियरले हस्ताक्षर गरेको भवन नक्सा।
  • इन्जिनियरको इजाजतपत्र / दर्ता विवरण (NEC नम्बर)।
  • पासपोर्ट साइजका फोटो र भरिएको आवेदन फारम।

चरण ३: पालिकामा आवेदन पेश गर्नुहोस्

आवेदन (बढ्दो रूपमा पालिकाको विद्युतीय भवन इजाजत प्रणाली, EBPS मार्फत) नक्सा र कागजातसहित पेश गरिन्छ। पालिकाले तपाईंको फाइल दर्ता गरी सन्दर्भ नम्बर दिन्छ।

चरण ४: स्थलगत निरीक्षण र नक्सा समीक्षा

पालिका प्राविधिकहरूले उपनियम अनुपालनका लागि नक्सा समीक्षा गर्छन् र भूखण्ड सीमा, बाटो पहुँच र सेटब्याक पुष्टि गर्न स्थलगत निरीक्षण गर्छन्। सुधार आवश्यक भए फाइल फिर्ता हुन्छ — ढिलाइको सामान्य कारण।

चरण ५: स्वीकृति र इजाजत जारी (नक्सा पास)

नक्सा अनुपालन भई शुल्क तिरेपछि पालिकाले भवन इजाजत जारी गर्छ। धेरै पालिकामा प्रक्रिया चरणबद्ध छ:

  • प्लिन्थ तह इजाजत: प्लिन्थ तहसम्म निर्माण सुरु गर्ने अनुमति।
  • सुपरस्ट्रक्चर इजाजत: प्लिन्थ निरीक्षणपछि माथि जारी राख्न।

चरण ६: निरीक्षणसहित निर्माण

तपाईं स्वीकृत नक्सा अनुसार बनाउनुहुन्छ। पालिकाले मुख्य चरणहरूमा निरीक्षण गर्न सक्छ। स्वीकृत नक्साभन्दा फरक बनाउँदा इजाजत अमान्य हुन सक्छ।

चरण ७: निर्माण सम्पन्न प्रमाणपत्र

स्वीकृत योजना अनुसार निर्माण सकिएपछि तपाईं निर्माण सम्पन्न प्रमाणपत्र का लागि आवेदन दिनुहुन्छ। यो प्रमाणपत्र स्थायी पानी र बिजुली जडान, र भविष्यको बिक्री वा बैंक ऋणका लागि प्रायः आवश्यक हुन्छ।

यथार्थपरक समयतालिका

  • नक्सा तयारी: लगभग १–३ हप्ता।
  • आवेदनदेखि इजाजत (नक्सा पास): कागजात पूरा भए मानक आवासीय घरका लागि सामान्यतया ३–८ हप्ता — सुधार वा स्थलगत समस्या भए बढी।
  • चरणबद्ध इजाजत/निरीक्षण: प्लिन्थ तहमा थप समय।
  • सम्पन्न प्रमाणपत्र: अन्तिम निरीक्षणपछि केही हप्ता।

ढिलाइका सामान्य कारणहरू

  • सेटब्याक, ग्राउन्ड कभरेज वा उचाइ सीमा उल्लंघन गर्ने नक्सा।
  • नापी नक्सा र वास्तविक भूखण्ड सीमाबीच नमिल्नु।
  • अपूर्ण कागजात वा नतिरेको मालपोत कर।
  • बाटो अधिकार क्षेत्र (RoW) समस्या।
  • स्वीकृति अघि नै जमिनमा निर्माण गर्नु।
