Overview of the Building Permit Process in Nepal
Before breaking ground on any structure in Nepal, you must obtain a building permit from your local government authority — Municipality (नगरपालिका) or Rural Municipality (गाउँपालिका). This permit, commonly called "nakshe pass," legally authorises your construction and ensures compliance with the National Building Code of Nepal (NBC 2060).
Documents Required
- Lalpurja (land ownership certificate)
- Nagarikta (citizenship certificate of all owners)
- Plot map / field book (Thari napi naksha)
- Architectural drawings (floor plan, elevation, section) — signed by a licensed architect
- Structural drawings — signed by a licensed structural engineer
- Site plan showing setbacks from all boundaries
- Neighbour consent letter (if building near the boundary)
Step-by-Step Process
- Engage a licensed architect: Only a Nepal Engineering Council (NEC) registered architect can submit drawings for approval.
- Prepare drawings per NBC: Drawings must comply with the National Building Code, local floor area ratio (FAR), and setback requirements.
- Submit to Municipality: Submit the complete document package to the Ward Office or Municipality building department.
- Technical verification: The Municipality's technical officer verifies the drawings and site within 30 days (by law).
- Pay permit fee: Fees are calculated based on covered area and number of floors. Typically NPR 50,000–3,00,000 for a residential project.
- Receive nakshe pass: The approved permit is valid for construction as per the approved drawings. Any deviation requires amendment approval.
- Construction supervision: The architect must certify the construction at plinth level, DPC level, and on completion.

- Insufficient setbacks from plot boundaries (varies by road width and municipality)
- FAR exceeded (Floor Area Ratio limits vary by zone)
- Structural drawings not matching architectural drawings
- Documents not notarised or outdated
